With the rapid development of cell phones, VoIP, and other new technologies, the state of phone service, as well as communications in general, in the state of Texas has never been better. It's easy to get connected through the networks of major fixed line operators and wireless communications service providers. There are however some places that are also served by telephone cooperatives and other rural independent telephone exchange companies.
Most of these companies are members of the Texas Statewide Telephone Cooperative, Inc. (TSTCI). Despite serving less than 3% of the total consumers in the state, the geographical area serviced by these member-companies cover roughly 50% of the whole of Texas. Right now, there around 40 members in this organization. This body serves as the members' voice in dealings with the FCC. It also ensures that the quality of phone service in the state is up to date with the latest technologies and consumer demands.
Aside from local calling, many of these member-companies are able to provide essential phone services such as Internet access and long distance calling. Some even offer cellular service through linkages with major service providers. Majority of them have official websites where you can check their available services and other features. Technical support via phone or email are also offered by some of them. With all these available, you can be sure that Texas' overall phone service can meet your communication needs.

No, they are not. If your power or cable goes out, likely the phone goes out too. Traditional phones also carry thier own power and are generally very dependable.

This is a great question and with each person the answer will change. My personal opinion is home phones are a waste of time since the only time you can answer it is when you are home. Cell phones you can use anywhere and if you have a good data plan you will not worry about minutes. The only plus I could see from a landline is using it as a number to give to people that you do not want to give your cell number out to. If this is not an issue to you then there really is no point in spending an extra $25 a month.

You will need a landline phone to work as a customer service representative at home. Most companies will require you to have this in order to apply with their company but some of them will reimburse you for the charges. You can find good deals with AT&T.
