Although it seems a little outdated, some people still use dialup internet service. Dialup is a reasonable alternative for tourists and other one-time users of internet, who need to get online fast and who don't want or don't have time to read and sign contracts, agreements and service descriptions required when subscribing for broadband. In D.C., one can even find free dialup access providers like Netzero Free. But if you choose to pay for it, you'd be better off buying this service from companies like Coppernet, PeoplePC and AT&T.

Coppernet has 25,000 dial up internet access numbers and it charges under $5 per month for its dialup internet. PeoplePC offers over 9,000 access numbers with monthly charges in the same ballpark. There are other smaller internet access providers in Washington D.C. like ISP.com, Basic ISP, TurboUSA, TotalUSA. These providers offer dialup at 56 Kbps for monthly price of $5-$10. Some of these companies offer free Wi-Fi, free email storage and even access points all over the country for $9.95 a month. Earthlink offers unlimited dialup for around $22 per month. The total number of ISP's offering internet access in D.C. is around 60. Most of them sell dialup internet.
