    Attorneys are licensed to practice in each state. An attorney who is licensed, say, in Oregon could of course offer advice to a client in Florida, but that attorney would require licensure (or permission) (temporary or otherwise) to actually file documents in court, attend hearings, etc. in Florida or any other state. An attorney licensed in DC certainly may refuse to offer advise or counsel to anyone, and may opt not to become involved in matters outside the area.
